Born to a Japanese father and a Korean mother, Yoshioka (Shim Eun Kyung) grew up in the United States and now works at a Japanese newspaper. One day, she receives an anonymous fax containing top secret information about a university's new building plan, and begins to investigate. Meanwhile, Sugihara (Matsuzaka Tori) works at the Cabinet Intelligence and Research Office. He believes that he should serve the people, but his task is to control the media and news coverage for the current administration. After his former boss whom he greatly respects commits suicide, Sugihara faces a difficult choice. When the paths of the determined young reporter and the conflicted bureaucrat path, a shocking truth will be revealed.
